1. FEES
a) Up Front Franchise Fee: $100.00
All fees have to be paid on or before draft day! $10 of the Franchise Fee will be used towards any transactions during the season. Any monies left from this $10 will be credit back to the owner at the end of the NEO FFL season. Any monies owed above and beyond the $10 must be paid at least 3 days prior to the first round of the playoffs (or at least squared up with the Commissioner).
b) Keeper Fees: First Keeper= $20: Second Keeper $80
If you decide to keep a player from your last year��s final roster, you will be charged a $20 Keeper. This amount is also due to the Commissioner on or before draft day! You can also chose to keep any other player on your roster for an additional $80. The unit values for both players will be deducted from your 145 units.
c) Transactional fees:
Weekly Drop/Adds: $1.00 @ no limit. Trades: $2.00 @ per player involved in the transaction, limited. 2 for 1��s will cost $6 total. $4 due from the team receiving 2 players and $2 due from the player receiving 1 player, unless otherwise negotiated. Same applies for 3 for 2��s.

2. STRUCTURE
Twelve Teams, Three Divisions of Four Teams each. League Play: NFL weeks 1 thru 13. Bracket style Playoffs: NFL weeks 14, 15, & 16.

3. DRAFT
Auction Style: 192 positions each sold to the highest bidder. A lottery is held first to determine team numbers and the order of presentation of players. Each owner receives 145 `units` with which to fill his roster. At your turn you must present a Player/Team at some `unit` value. Only whole `units` may be bid and the minimum bid is one `unit`. If you buy a Player/team without enough `units` to pay the bill, the sale is voided, the Player/Team returned to the pool, and you are fined (lose) 5 `units`. The Auctioneer has ultimate authority on who had the highest legal bid and his decisions are final!

4. ROSTER
a) Each roster must maintain 16 positions consisting of players and NFL teams. Each week you must start 1 QB, 1 K, and 1 NFL team. Additionally, each week you must start 2 RB and 3 WR/TE or 1 RB and 4 WR/TE for a total of 7 players and 1 NFL team. THERE WILL NOT BE A ROSTER EXPANSION WEEK IN WEEK 12!
b) All owners will have the option of designating two franchise players: the first at a cost of $20 and the second at a cost of $80, payable to the league��s general fund. By making such a designation, that player(s) will be protected on that owner��s roster for ONE year. The deadline to make the payment necessary for designating franchise player(s) is September 1st, 2007. The amount of units spent on the player(s) during the 2006 auction will be that player��s designated cost for the 2007 season. Undrafted player values will be determined by finding their average unit value from the next 2 highest and next 2 lowest fantasy point players at their respective position. The ranking of players is determined by FanStar fantasy player rankings for last season (can be seen on the website). New owners will have the opportunity to designate a franchise player from the available roster from the departing owner.
5. SCORING
We use the combination method of basic scoring plus performance for offensive players as follows:
RUSHING: .1 pt/1 yd, 6 pts/TD, 2 pts/Conv
RECEIVING: .1 pt/1 yd, 6 pts/TD, 2 pts/Conv
PASSING: .05 pt/1 yd, 3 pts/TD, 1 pt/Conv
KICKING: 3 pts/FG, 1 pt/PAT
Your NFL TEAM will score as follows:
Winning its weekly game 3 pts
Shutting out its opponent 6 pts
Defensive team scoring a TD 6 pts
(Fumble Recovery, Interception, Blocked Kick)
Defensive team scoring a safety 2 pts
Each Sack 1 pt
Each Takeaway 1 pt
Note: Kickoff and Punt returns will count only if you have the scoring player in your starting lineup.

6. TRANSACTIONS
Transaction day is Friday until midnight (est).
On transaction day it is recommended that you submit your lineup for the following weekend`s play. You may also make as many transactions as you wish. Transactions are defined as Drop/Adds and Trades.

Beginning with the 2007 season, we will no longer have transaction night call-ins. Effective this year, transactions will be held via silent auction format. You will be awarded 100 units for add/drops for the entire season. At any time throughout the week you can simply go to the website, log in to your team, select add/waive, select the player that you would like to waive, then select up to 6 players that you would like to add and type in the amount that you are willing to pay for each player. For example, let��s say you would like to waive Peyton Manning, log in to your team page, go to add/waive and simply click on Peyton Manning��s name. Then, let��s say you would like to pick up Tony Banks. Click on QB under View Free Agents and it will list all of the available QB��s in the NFL. Scroll down to find Tony Bank and click on his name. Tony Banks will then appear opposite Peyton Manning listed as a Conditional Pick under ��Add 1��. To the right of Tony Banks�� name will be a block with a 0 in it. In that block please type the amount out of your 100 units that you are willing to pay to get Tony Banks. Now, another team might also want Tony Banks and outbid you for him so be mindful of that and bid accordingly. To that point, it would be wise to provide additional adds in case you do not get Banks. To do this continue on and simply find the next player you would like to add and click on his name. Once you do that his name will appear opposite Peyton Manning as a Conditional Pick under ��Add 2��. Again, type the unit value that you are willing to pay for that player. You can select up to 6 players for each ��Add�� as a precautionary measure to ensure that you fill the position that you need. While it is highly recommended , you do not have to select any additional players other than the one player that you would like to add. Always be sure to include a unit value. The minimum bid for adds is 1 unit. As in years past, you can submit as many add/drops as you like. Please note: a) The commissioner will be keeping track of your units throughout the season and once you get to 100 you will not be able to add/drops at all! b) Trades have nothing to do with this auction process, it is exactly the same as it has been in years past. c) However much you bid is how much you pay, this is not ebay and you are not setting a ��max bid�� in case others outbid you. If you bid 10 units and no one else bid at all, you pay 10 units! d) The amount that you pay for an added player has nothing to do with keeping him the next year. Keeper values for undrafted players will continue to follow the rules stated in section 4. e) If two teams bid the same value for a player, the team that submitted the request earliest will win. f) the commissioner remains omnipotent and settle any disputes accordingly (see Commissioner Omnipotent Clause).
DROP/ADDS. You may drop any player or NFL team from your roster and add any other player or NFL team available from the NFL official player pool. One drop/add is considered one transaction. Cost is $1.00 per drop/add. Players/teams that are dropped are not available for pickup until the following week.

TRADES. You may announce a one for one, two for one, or three for two trade with any other team in the league up to 1 hour prior to Sunday kickoff.

There is no additional cost if it is necessary to adjust your roster on a two for one/three for two deal. Teams must make any necessary roster adjustment at the time of the announcement. If a player(s) is added, then the 1 unit will be deducted from the 100 units available for the season. Trades are limited to one only between any two teams per season. Cost is $2.00 per player involved in a transaction. The owners involved may negotiate between themselves who pays and how much. Week 10 will be the last week for trades. Week 13 will be the last week for all transactions.

LINEUPS. You will be responsible for submitting a lineup each week. Your lineup should include at least one reserve (bench) player to be used in case of ties. Your lineup must be submitted prior to the start of the week`s games, (1:00PM Sundays) or the commissioner will use the previous week`s lineup as your starting lineup for the coming week. If you submit your lineup later than transaction night, you must use a time stamped and dated format! Remember, this year we will have Real-Time Scoring. But, I have season tickets for the Browns and we normally leave around 11:00am. If you submit your lineup later than that on Sundays when the Browns are at home, you will not get to take advantage of this!

CHANGES. You can change your lineup via the web site right up until kickoff of the 1:00 games. You can call me if necessary but the commissioner is not required to be available to accept this late information, so it will be your (and your opponent`s) responsibility to provide it in a time-dated format such as e-mail or voice mail. If it`s not time dated, it`s no good! Use this option cautiously!

EARLY GAMES. If you have a player or team playing in an early game in a given week (Thurs & Sat) and you want them in your lineup for that week, you must declare that player or team prior to game time. If you fail to declare, they will be locked out of that week`s scoring possibilities. This rule supersedes the carryover lineup rule for failure to report. (See Lineups above).

BYE WEEKS. Beware of bye weeks. There are no carryover points permitted. A Team or Player not playing can`t score!

7. TIE BREAKERS
LEAGUE PLAY: The first listed reserves of both teams are compared. The winner is the team with the highest scoring reserve. If a tie still exists, the second listed reserves are compared and so on until a winner is determined. Reserves are scored the same way as starters. A coin flip will be used as a last resort. Only your listed reserves will count. If your opponent listed more reserves than you and his last listed player scored to break a tie, you lose!

Division statistics (2a, 4a) are typically used to resolve division ties. To be clear on this point, if 3 teams tie with the same record and 2 of the teams are in the same division, the division tie must be resolved first and then compared to the other team. Playoff seedings will not consider these values unless resolving the divisional requires it. In both scenarios, three way or more ties will be resolved first until one team is eliminated. The process is then repeated from the beginning until only one team is left. This format is based off of the actual NFL rules to determine WildCard teams and seedings (see below) but with a minor variance.
Two Clubs 1. Head-to-head, if applicable. 2. Best won-lost percentage in games played within the conference. 3. Best won-lost percentage in common games, minimum of four. 4. Strength of victory. 5. Strength of schedule. 6. Best combined ranking among conference teams in points scored and points allowed. 7. Best combined ranking among all teams in points scored and points allowed. 8. Best net points in conference games. 9. Best net points in all games. 10. Best net touchdowns in all games. 11. Coin toss.
Three or More Clubs (Note: If two clubs remain tied after third or other clubs are eliminated, tiebreaker reverts to step 1 of applicable two-club format.)
1. Apply division tiebreaker to eliminate all but the highest ranked club in each division prior to proceeding to step 2. The original seeding within a division upon application of the division tiebreaker remains the same for all subsequent applications of the procedure that are necessary to identify the two Wild-Card participants. 2. Head-to-head sweep. 3. Best won-lost percentage in games played within the conference. 4. Best won-lost percentage in common games, minimum of four. 5. Strength of victory. 6. Strength of schedule. 7. Best combined ranking among conference teams in points scored and points allowed. 8. Best combined ranking among all teams in points scored and points allowed. 9. Best net points in conference games. 10. Best net points in all games. 11. Best net touchdowns in all games. 12. Coin toss
When the first Wild-Card team has been identified, the procedure is repeated to name the second Wild-Card, i.e., eliminate all but the highest-ranked club in each division prior to proceeding to step 2. In situations where three or more teams from the same division are involved in the procedure, the original seeding of the teams remains the same for subsequent applications of the tiebreaker if the top-ranked team in that division qualifies for a Wild-Card berth.

8. PLAYOFFS
We will complete our activity on NFL Week 16. League play will continue through Week 13. This will provide three playoff weeks, which will be administered as follows:

FANTASY BOWL. The three division winners plus 5 wild card teams will participate in the NEO Fantasy Bowl. The top 8 seeds will be determined via rules 1 thru 7 stated above in Section 7. The upper bracket will consist of seeds 1, 4,5, & 8. The lower bracket will consist of seeds 2, 3, 6, & 7. In the first round of the upper bracket, the #1 seed will play the #8 seed and the #4 seed will play the #5 seed. In the first round of the lower bracket, the #2 seed will play the #7 seed and the #3 seed will play the #6 seed. Once the playoff trees have been established, the winner of each game will play the winner of the other game in his bracket until the 2 final teams play on Week 16 for the coveted VanRou Cup NEO FFL Championship. The 2 losers from the second round will also play on week 16 for 3rd and 4th place respectively.

TOILET BOWL. The four teams that miss the Fantasy Bowl will compete for the Porcelain Throne honors. They will start on NFL Week 14 and complete play on NFL Week 15. As with the Fantasy Bowl the #1 seed will play #4 seed, while 2 plays 3. The winner of this game will get an additional 7 units toward the draft for the following year!

ACCOUNT STATUS. Please note that all accounts must be `squared` with the commissioner prior to the playoffs. The commissioner reserves the right to withhold participation if arrangements have not been made. Firmly enforced this year!

9. PAYOFFS AND EXPENSES
All income from franchise fees (11 Teams), Keeper fees, Transactions fees and Trade fees, will be pooled and distributed as follows:

10. SCHEDULE
Twelve teams for thirteen weeks will allow each team to play the other teams in its division twice and every other team in the league (except one) once. The schedule will be produced and posted prior to draft day.

11. ACTIVE OWNER CLAUSE
If the commissioner has not heard from you or your authorized representative for 3 consecutive weeks (no transactions or lineup changes) you may be declared an Inactive owner, banished from the league, and your team repurchased by the league on a pro-rata basis and resold or dissolved. It is unfair to the active owners to have a disinterested owner. You may appoint a designated representative in writing to the commissioner anytime prior to a known absence.

12. MISCELLANEOUS
OFFICIAL SCOREKEEPER. The official scorekeeper is FanStar Sports, our website supplier. Any scoring disputes must be registered with the commissioner prior to 6:00 PM Wednesday following the prior weeks activity. On occasion a unique play ruling may be reversed or modified a few days after the initial ruling. If this happens our records will be changed to reflect the final ruling. COMMISSIONER OMNIPOTENT. The commissioner reserves the right to rule on disputes, squelch stinky deals, chastise owners and otherwise conduct the general affairs of the league. Any disputes
involving the commissioner`s team will be ruled on by a tribunal of other owners of which one each is chosen by the disputing parties and one chosen by lottery.

PLAYER POSITION ASSIGNMENTS. Players are assigned their position by the NFL team they play for which is blessed by the NFL. Such assignments could be changed by our league providing a majority of the owners wanted the change. An example of the assignment is Deion Sanders who is listed as DB on the charts but occasionally plays WR. We carry him as a WR. As such you can only get his offensive points, including Special Teams, but no defensive points.
